As one of BC’s largest marine asset owners, BC Ferries is responsible for the operation, maintenance, and renewal of a complex network of marine and shore-based infrastructure across 47 terminals and multiple works yards up and down the BC coast. This includes delivering a significant capital program focused on renewing and modernizing terminal infrastructure to support safe, reliable, and cost-effective service for generations to come.

 

The Opportunity (Two Positions)

Following a series of internal lateral moves of people and projects, the Terminal Construction department has openings for two project managers to join our team.  One position is regular, full-time, and one is term-certain, full-time, for two years.

 

These roles will lead the planning and delivery of capital infrastructure projects across our terminal network.  Project scopes span a wide range of disciplines and complexities, from full berth or component replacements and marine structure life extensions to terminal developments, building upgrades, tenant improvements, and mechanical and electrical systems. Whether marine, civil, or building-focused, these projects directly support the reliability of an essential public transportation system.  This is an opportunity to work on projects that are highly visible and impactful, operationally critical, and directly connected to maintaining service to the communities we serve.

The Role

Reporting to the Program Manager, Terminal Construction, the project manager is responsible for leading the planning, design, and delivery of multiple concurrent capital projects across civil, building, and marine terminal domains at various locations across coastal British Columbia.  This role offers hands-on exposure to the full project lifecycle and is well suited to someone looking to grow their career in infrastructure project delivery.  Some key responsibilities include:

  • leading the planning, design, and execution of capital projects, ensuring all phases are managed effectively;
  • identifying, preparing, and taking accountability for project scope, schedule, budget, and resource allocation, including project reporting;
  • organizing feasibility studies, infrastructure inspections and site investigations and supporting or supervising site activities;
  • leading design development and the procurement of services and goods including preparing RFP’s, tenders and contracts;
  • working collaboratively with a wide range of internal departments, Terminal Construction colleagues, and the executive;
  • preparing and presenting project governance documents, such as business cases, to steering committees and executive leadership;
  • working collaboratively with a variety of contractors, consultants, permitting and regulatory agencies, First Nations communities and the public;
  • supporting ferry operations by leading the planning, public and internal consultation, and the implementation of alternate ferry service plans or berth closure plans during construction-induced service interruptions (as required);
  • providing on-site supervision and construction management for select projects;
  • facilitating commissioning and project handover upon completion;
  • leading and coaching project coordinators or other project managers to maintain high standards of professionalism and organization within the project management office; 
  • maintaining document control;
  • supporting or leading other terminal construction related tasks;
  • supporting departmental leadership across a wide variety of administrative or technical activities and assignments;
  • supporting capital planning activities;

Working Conditions

The candidate must have the ability and willingness to frequently travel to terminal project sites, work outdoors in adverse weather conditions, work at heights or work near/over water, occasionally work long hours, evenings, or weekends to support project activities, and undertake assignment at remote terminal locations.

Education and Experience: 

  • a diploma or degree in engineering, architecture, construction management, building technology, or related field 
  • 7+ years of progressive engineering, project management, or construction experience managing capital construction projects in a related industry 
  • membership, or eligibility to be registered, as a Professional Engineer with EGBC or a Technologist with ASTTBC, or equivalent 
  • an equivalent combination of education, training, and experience may be considered 
  • experience with an Owner’s organization, or a public facing operational work environment is considered an asset 
  • a Project Management Professional (PMP) designation is considered an asset, or willingness to obtain designation in the future upon adequate experience 

Knowledge and Competencies: 

  • comprehensive knowledge of project management principles and methodologies for infrastructure construction projects, with ability to apply them in real world operational environments
  • knowledge of engineering principles, construction best practices, and regulatory requirements for civil, marine, and building projects 
  • progressive experience across the project lifecycle, including planning, design coordination, procurement, permitting, and construction in an Owner’s environment 
  • proficient knowledge of construction contract law, public procurement principles, CCDC contracts, and the preparation, review, and interpretation of technical design documentation, drawings, and specifications 
  • fundamental knowledge and understanding of current building and bridge codes and standards, local government bylaws, regulations, zoning and permit requirements, and other regulatory requirements and processes 
  • experience developing and reporting on projects and programs, writing and preparing business cases for various projects and initiatives, tracking budget, and financial reporting 
  • proficient in the use of standard business applications (MS Word, Excel, Outlook, MS Project)  
  • ability to mentor and coach new or junior staff including other project managers and project coordinators 
  • excellent interpersonal skills which allow you to build and maintain effective working relationships 
  • strong interpersonal, communication, and conflict management skills
  • ability to work independently or collaboratively as part of a team, adapt to changing priorities, and contribute positively to a team environment
  • excellent oral and written communication skills to effectively communicate between departments, senior management, and externally between consultants, contractors, regulatory agencies, and other stakeholders 
  • experience working with First Nations 
  • demonstrated leadership, organization, time management, prioritization, problem solving, and judgement skills 
  • a problem-solving mindset, with the ability to think critically, manage details, and help projects drive towards practical, results-focused solutions
  • a valid BC driver’s license and willingness to travel throughout coastal BC, for up to several days at a time 
  • fluency in spoken and written English

Additional information: 

The target salary range is $105,200 - $131,500 per annum.  The starting salary is determined based on the successful candidate’s knowledge, experience and internal equity. This position is based on a 35-hour work week with potential for a hybrid work arrangement.
