WORKFORCE OPTIMIZATION MANAGER 

Victoria or Vancouver Lower Mainland 

 

The Opportunity 

We are in search of a Workforce Optimization Manager who will play a key role in improving the efficiency and effectiveness of workforce deployment across the organization. This position is responsible for analyzing labour utilization metrics, identifying opportunities for improvement, and recommending strategies to optimize crew deployment across the organization. 

 

Working collaboratively with operational leaders, workforce planning, HR analytics, and scheduling services, your role ensures that workforce strategies are data-informed, operationally practical, and aligned with organizational priorities. The successful candidate will operate at a senior level, presenting recommendations to executive audiences and influencing workforce strategy decisions across the organization. 

 

This job plays a strategic and operational role in ensuring that BC Ferries' workforce is deployed efficiently and aligned with the company's goals. 

 

The Role 

Reporting to the Executive Director, People Experience & Scheduling Services, you will be responsible for: 

  • Leading the analysis of labour utilization metrics to identify trends, inefficiencies, and opportunities for improved workforce deployment across the fleet and terminals. 
  • Partnering with operational leaders to understand staffing models, hours of work, and resource requirements to ensure alignment between workforce supply and operational demand. 
  • Collaborating with Fleet Deployment, HR Analytics, Workforce Planning, and Scheduling Services to develop recommendations for improved workforce models, including crew deployment structures, and scheduling approaches. 
  • Presenting findings and recommendations to executive and senior operational leadership, providing data-driven insights that support strategic decision-making. 
  • Contributing to long-term workforce planning strategies to ensure the organization is prepared to meet future labour needs and regulatory requirements. 
  • Partnering with HR and Operations to assess the people and change management implications of optimization recommendations. 

 

What you bring to the team 

  • A degree in Human Resources, Data Analytics or related discipline is required. 
  • 7+ years of progressive experience in workforce planning, labour optimization, operations management, or related fields is required. 
  • Approaches complex problems through a structured and systematic process. 
  • Strong leadership skills in achieving established goals and objectives. 
  • Builds and maintains collaborative, mutually beneficial relationships with other departments. 
  • Effective communication skills using influence, persuasion, and authority. 
  • Understanding of how individual functions align with divisional operations and the broader corporate strategy. 
  • Possesses deep expertise in their own discipline and a solid understanding of related areas. 
  • Achieves results by gaining cross-functional support for ideas and solutions.

Additional Information   

The target salary range: $105,200 - $131,500 per annum. The starting salary is determined based on the successful candidate’s knowledge and experience, and on internal equity.  Starting salary may exceed the target range on an exceptional basis.
