The Opportunity

In order to address the challenges brought on by constrained system capacity, aging major assets, and environmental sustainability, BC Ferries has recently launched a new Fleet Renewal organization that will see a large number of new major and minor vessels introduced to the fleet in the near term as well as significant builds and upgrades to shore-based infrastructure and facilities.  These projects together form the largest capital investment in the company’s history.

The Program Risk & Controls Lead is responsible for establishing, maintaining, and overseeing program controls processes for BC Ferries' Fleet Renewal organization. This includes management of program risk, schedule performance, cost controls, and reporting metrics across multiple vessel newbuild and terminal upgrade projects. The role provides critical support to the Program Managers and Project Managers to ensure accurate visibility of program status, compliance with governance requirements, and proactive identification of risks and issues.

 

The Role

Reporting to the Director, Fleet Renewal Transformation, this role is integral to the achievement of company objectives, and you contribute value through key areas of oversight such as:

  • Supporting the development of the approach to integrated risk and contingency management at the project, program and Fleet Renewal levels, ensuring integration into the enterprise risk management approach.
  • Supporting corporate initiatives to develop improved risk and financial reporting across the enterprise.
  • Developing, maintaining and facilitating the program risk register(s) in coordination with program and project teams.
  • Leading regular risk reviews and mitigation planning workshops.
  • Procuring and working with external risk management expertise in developing solutions or addressing unique considerations.
  • Developing the approach to, and managing, the consistent tracking of risk triggers, key performance indicators, escalation criteria and related information, and determining when onward reporting is required.
  • Develop and maintain consistent, quality reports and dashboards for reporting across programs on schedule, cost, progress, risk, key performance indicators, escalation criteria and other pertinent information.
  • Coordinating consistent periodic reporting to various levels of management and governance as required across projects and programs.
  • Supporting the tracking of requirements and obligations associated with funding (debt and grants) to ensure obligations are met and that funding is maintained.
  • Supporting the consistent management of information across all Fleet Renewal projects, programs and functional areas.
  • Ensure compliance with Fleet Renewal governance and with overall BC Ferries governance as applicable.

 

What you bring to the team

  • Bachelor’s degree in engineering, business administration, project management, or related field. Equivalent education and experience may be considered.
  • 5-8 years of experience in project controls, risk management, or program coordination within infrastructure, shipbuilding, construction, or transportation sectors.
  • 5-8 years of experience with integrated program management systems and tools (e.g. Primavera P6, MS Project, Power BI).
  • Project Management Institute (PMI) certification preferred.

Additional Information

The target salary range: $105,200 – 131,500 per annum.  The starting salary is determined based on the successful candidate’s knowledge and experience, and on internal equity.
