STRATEGIC SOURCING SPECIALIST (Category Manager) – IT Procurement

Richmond and Victoria

12 Months - Term Certain

 

Reporting to the Senior Manager, Procurement and Supply Chain Services, you lead cross-functional teams through the various stages of the procurement processes and collaborate with internal stakeholders on all aspects of the procurement and contract management cycle.  This role will be primarily supporting IT procurement, including all types of procurement support for software, hardware, SaaS (Software as a Service), PaaS (Platform as a Service), IaaS (Infrastructure as a Service), and system implementation and/or integration consulting services.

 

Responsibilities

 

  • Lead cross-functional teams through the various stages of the procurement processes, collaborate with internal stakeholders on all aspects of the procurement cycle.
  • Assist & collaborate with internal stakeholders with various needs for the Supply Chain department, including special projects, process improvement initiatives, and any other related duties as assigned.
  • Conduct market research and gather information on potential suppliers and solutions that meet the sourcing requirements.
  • Develop and execute high complex sourcing strategies, including conducting RFx, and other procurement processes, to identify and evaluate potential suppliers.
  • Negotiate contracts to ensure the best possible price, terms, and conditions BCF.
  • Build and maintain positive relationships with suppliers to ensure a reliable supply of goods and services and to address any issues that may arise.
  • Monitor supplier performance to ensure that they are meeting the company's quality, delivery, and cost requirements.
  • Manage and negotiate high-value contracts through the life cycle, from creation, execution, through to closing.
  • Identify, assess risks throughout the end-to-end procurement cycle, and provide risk management and/or mitigation strategies via engagement with stakeholders.
  • Manage procurement activities in compliance with applicable BCF policies.
  • Manage and prioritize IT procurement needs with IT stakeholders

 

Qualifications And Skills

 

  • You have a Bachelor's degree in Business, Supply Chain Management, or a related field.
  • 7 – 10 years experience in an established business procurement and contracting environment (preferably public sector) covering all phases of the procurement process and contracting including collaborating with stakeholders, preparing procurement strategies, issuing, and managing tenders & solicitations, drafting contract documents, obtaining quotations/proposals, negotiations, supplier performance management and resolving problems with suppliers.
  • At least 2 years of experience support IT with IT procurement and contract management, including Statement of Work development, RFx strategy, development and support, contract reviews and negotiation
  • Strong interpersonal skills and the ability to participate in cross-functional, cross-entity teams with the ability to exercise diplomacy and tact and to build consensus.
  • Advanced presentation, written and oral communication skills.
  • Solid planning, organization, and time management skills
  • Experience with cost control and earned value management reporting is an asset
  • Experience with IT procurement and contract management is an asset.
  • Experience with vendor performance management is an asset.

Additional information

This is a regular full-time position with a salary range of $102,200.00 to $127,700.00 per annum.  The starting salary will be based on the successful candidate’s competencies, including but not limited to experience, education, and performance related to this role.
