We are searching for Manager, IT Resource & Development to lead the design and implementation of a wholistic people development strategy for the IT department. This includes leading a variety of strategies necessary for effectively recruiting and deploying IT employee resources. Working in collaboration with People & Safety (HR) and IT Management, you ensure that IT attracts and retain people who possess the appropriate skills mix for the delivery of high-quality IT services in a rapidly changing environment of programs and projects.

 

As a key leader on our team, you shape the future of our IT workforce by driving impactful career development, training, and growth initiatives. Your role is essential in ensuring our IT professionals have the skills, resources, and support they need to excel in a fast-paced, ever-evolving industry.

 

In this role, you collaborate closely with cross-functional leaders, as well as the People & Safety team to forecast and meet hiring needs, optimize workforce strategies, develop key performance metrics to ensure our teams are equipped to meet dynamic customer demands and business growth through IT projects or IT operations.

 

The Role

Reporting to the Director, Office of CIO, you add value by key areas of oversight such as:

  • Prioritizing roles for recruitment ensuring consistent hiring practises across IT;
  • Managing the contract recruitment process, ensuring proper acquisition of IT contracted resources for projects and initiatives, that meet department and project recruitment goals;
  • Collaborating with the IT Management team to understand the resource needs and resolve any resourcing issues;
  • Partnering with the IT Management team to understand the skills, capabilities, experience and interests of resources for current and future assignments to ensure ongoing career development aligned with business needs;
  • Working with the CIO and the IT Management team to identify key positions and resources to establish IT succession plans;
  • Developing and maintaining an employee skills matrix and identifies future IT skill gaps, and addressing the gaps through proactive training and development plans;
  • Developing demand and supply scenarios for various roles ensuring that future resource requirements are properly addressed;
  • Overseeing the IT employee engagement and culture, in collaboration with the CIO, and solicits feedback from employees on their engagement and ideas for improvement;
  • Leading the development and maintenance of the IT Organizational Plan, ensuring the realization of business benefits, proper management of risk, and positioning for future change;
  • Managing and maintains the IT on boarding, orientation process and exit interviews;
  • Managing career planning utilizing Career Development Plans and cross training, encouraging competency development, opportunities for advancement and reduced dependency on key individuals;
  • Managing all talent performance and development programs and activities in alignment with BC Ferries strategic plan;
  • Negotiating vendor contracts for contracted resources and maintains relationships with staffing agencies;
  • Managing IT resource requirements to ensure an appropriate balance between tactical and strategic demands;

 

What you bring to the team

  • A Bachelor’s degree in Human Resources or related discipline.
  • Minimum 4-6 years of experience in diversified leadership, planning, communication, organization, and people management, preferably in technology field/organizations.
  • Minimum 4-6 years of proven experience as an in-house or staffing agency recruiter finding top technical talent.
  • Experience in using applicant tracking systems to manage candidates and generate reports.
  • You have strong work ethic with self-accountability for high quality deliverables and achieving corporate goals.
  • You also bring a passion for developing people, inspiring and empowering others to excellence.

Additional information

The target salary range: $102,200 - $127,700 per annum.  The starting salary is determined based on the successful candidate’s knowledge, experience and internal equity.
