Overview

BC Ferries provides all major passenger and vehicle ferry services for coastal communities along the west coast of BC.  Starting with just two ferries providing service on a single route, we have grown to a fleet of 39 ferries moving over 22 million passengers and 8 million vehicles every year across 25 routes. 

 

We are dedicated to providing safe and efficient travel to our customers, we advocate for the coastal environment and the communities where we operate, and we are proud to connect communities and customers to the people and places important in their lives.

 

But our role as a ferry service provider goes beyond getting passengers from point A to B.  We are also an asset-owner responsible for operating, maintaining, and replacing significant marine and shore-based infrastructure at our 47 terminals.

 

BC Ferries has an ambitious capital plan and the Terminal Construction department is growing in response.  We are looking for a regular, full-time Project Manager to join our team and support the planning and delivery of over 230 capital projects at our 47 terminals. 

 

Our projects span all disciplines and include everything from full berth replacements to marine structure life extensions, complete terminal redevelopments to building tenant improvements, terminal electrification, various mechanical and electrical upgrades, and everything in between. Whether it’s marine, civil, or building projects, you will have the opportunity to lead large, challenging and complex projects, work with diverse stakeholder groups and regulatory agencies, and deliver results in operationally complex environments.

The Role

Reporting to the Program Manager – Terminal Construction, the Project Manager will:

  • lead the planning, design, and delivery of several concurrent civil, building, and marine terminal capital projects which vary in size, scope, complexity, and location;
  • identify, prepare, and be accountable for scope, schedule, budget, and resources on a given project;
  • manage a comprehensive range of project management tasks and activities from initiation to close out including  preparing feasibility studies, planning site investigations and condition assessments, leading design development with stakeholder groups, procuring various goods, services, and contractors and preparing contracts, performing site supervision and construction management, and completing commissioning and handover once projects are complete;
  • work with external consultants, internal departments, executive, and staff, external regulatory and permitting agencies, First Nations communities, and other stakeholders in all project phases;
  • write and present various governance documents including project business cases to steering committees and executive;
  • provide support to ferry operations for planning, public consultation, internal consultation, and implementation of alternate ferry service plans or berth closure plans when service is interrupted during construction;
  • participate in the development and implementation of technical, departmental, and safety policies, procedures, or standards;
  • providing support to divisional objectives, goals, and corporate programs, including leading technical studies and investigations;
  • participating in capital planning with various internal departments and stakeholders;
  • leading and coaching project coordinators or other project managers to ensure a high degree of professionalism and organization throughout the project management office; and
  • other various administrative, communication, reporting, and documentation responsibilities.

Due to the location and nature of our terminals and projects, Project Managers shall also have the ability and willingness to:

  • travel to various terminal locations along the coast of BC,
  • occasionally work long hours, nights, or weekends as required to meet various project schedule requirements to avoid operational impacts from our work,
  • occasionally work outdoors in adverse weather conditions,
  • work with a diverse array of contractors, consultants, public agencies, and regulatory bodies, and
  • interact with the public

 

The ideal candidate is a generalist with a strong technical and project background, has the ability to learn and manage new technical areas, and values site presence in project development and execution.  You are an energetic team player and detail-oriented professional with a positive attitude and excellent communication and interpersonal skills, allowing you to build and maintain relationships with the project team, department staff, consultants, contractors and other stakeholders.  You are a self-starter who displays strong time management and organizational skills.  You display good judgement in all aspects of your work, and can demonstrate a willingness, ability, and the flexibility to undertake additional training and duties required for the position.

 

 

What you bring to the team

Education and Experience:

  • Diploma or Degree in engineering, architecture, construction management, building technology, or related field
  • Minimum 7 years of progressive project management experience managing capital construction projects in a related industry
  • Membership, or eligibility to be registered, as a Professional Engineer with EGBC or a Technologist with ASTTBC, or equivalent
  • An equivalent combination of education, training, and experience may be considered
  • Experience with an Owner’s organization is preferred
  • Project Management Professional (PMP) designation is considered an asset, or willingness to obtain designation in the future upon adequate experience

Knowledge and Competencies:

  • comprehensive knowledge of project management principles and methodologies for infrastructure construction projects
  • knowledge of engineering principles, construction best practices, and regulatory requirements for civil, marine, and building projects
  • progressive experience in planning, design, procurement, and construction
  • excellent knowledge of construction contract law, public procurement principles, CCDC contracts, and the preparation, review, and interpretation of technical design documentation, drawings, and specifications
  • fundamental knowledge and understanding of current building and bridge codes and standards, local government bylaws, regulations, zoning and permit requirements, and other regulatory requirements and processes
  • experience developing and reporting on projects and programs, writing and preparing business cases for various projects and initiatives, tracking budget, and financial reporting
  • proficient in the use of standard business applications (MS Word, Excel, Outlook)
  • proficient in MS Project (ability to create, update, and manage schedules)
  • ability to mentor and coach new or junior staff including project managers and project coordinators
  • experience in public and internal stakeholder consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members 
  • experience managing teams and diverse stakeholder groups including First Nations
  • excellent oral and written communication skills to effectively communicate between departments, senior management, and externally between consultants, contractors, regulatory agencies, and other stakeholders
  • interpersonal skills which allow you to build and maintain effective working relationships
  • demonstrated leadership, organization, time management, prioritization, problem solving, and judgement skills
  • ability to work independently or as part of a team
  • ability to provide effective solutions to complex problems
  • must be self-motivated, detail-oriented, and results-oriented
  • must have a valid BC driver’s license and willingness to travel throughout coastal BC, for up to several days at a time
  • must be fluent in English both verbal and written

Additional information

The target salary range: $102,200 - $127,700 per annum.  The starting salary is determined based on the successful candidate’s knowledge, experience and internal equity. Starting salary may exceed the target range on exceptional basis.

 

This position is based on a 35-hour work week with potential for a hybrid work arrangement.
